Panels2 is likely going to be way over the heads of the average drupal admin. But it is the complexity of it that makes it powerful, so it's acceptable.
And it is modules like this that can greatly benefit from screencasts such as this one.

Thanks for posting this, Panels is a very much strong and powerful module, but needs time to grok it. This screencast addressed a particular need I had some weeks ago and it could have saved me a lot of effort! Glad I now know I more DRY way t work with Panels! Keep screencasts coming!

I agree with flevour, Panels is a fantastic module but it takes a little TLC get it rolling right!
